JDH informs Mountstuart Elphinstone Grant Duff that he is sending Cosmo Melville a report on the pamphlet relating to an injured poppy crop. JDH thinks the pamphlet is unfairly harsh toward Bihar Opium agents & should not have been published by the Government. He believes his report is to be sent to India so asks Grant Duff to read over it & get it approved by 'his Grace'.

Dear Mr Grant Duff
I send off to day, addressed to Mr Cosmo Melville, my report on the pamphlet relating to the injured Poppy crop.
The pamphlet appears to me to be a very poor affair & no credit to the Bihar Opium agents. I have hence dealt freely with it, & with the Government for issuing it in so crude a form. As I suppose that its
his Grace's wish that my report should be one that he could transmit to India, I should be personally obliged if you would look at it which will not take 10' [minutes] of your time -- & return it to me if his Grace thinks that it is in any way objectionable.
